dbGap controlled data access for data analyst

Hi,

If the PI of a lab has been granted access to controlled data (GTEx), can a data analyst gain access to the terra workspace and google cloud bucket?

In the data analyst section of this tutorial (section 3.4) it is stated that the dbGaP account must be linked with the terra id. However, only the PI is required to be listed on the data request application for dbGaP. I may be mistaken but as I understand data analyst are not allowed to be listed on the dbGaP access request

Is access only granted to controlled access workspaces for individuals listed on the access request or is there a way for data analyst to gain access?

Data analysts can have access to controlled-access data as long as they are listed as authorized downloaders. Keeping in mind the prerequisites to be chosen as a downloader. For example:
